Description

Express Advantage is market based alternative to payday and predatory lenders. We provide access to fair, affordable and flexible financial serivces and tailored one-on-one financial education and wrap around services to people with low to moderate incomes.

Together with our partner organization, Express Credit Union, we focus on reducing the barriers associated with accessing mainstream financial services and creating pathways to build financial and social assets that will help people become more stable, secure and empowered.

Programs

Express Advantage Programs

Community Member Service Representatives
Community Member Service Representatives (CMSRs) are credit union staff members that maintain office hours at 17 community based organization offices throughout King County. By providing this mobile service we are “bringing the credit union to the people” near where they live and where they receive other highly valued services. CMSRs can help you:
  • Become a member at Express CU
  • Enroll for direct deposit
  • Apply for a loan
  • Learn how to use online banking
  • Find a class to help you with your financial goals
Vehicle Ownership Program
The Vehicle Ownership Program is a matched savings, education and loan program to help people purchase reliable transportation. Participants save for the downpayment on a car and can have their savings matched at a rate of 1 to 1 up to $500. They learn about car ownership in a customized financial education class focused specifically on budgeting, vehicle purchase and care and vehicle safety. People needing a loan to make their vehicle purchase can qualify for affordable credit through Express Credit Union. Over 100 people have enrolled in this program and more than 30 participants have made vehicle purchases.

Recent Successes and Current Challenges

Express Advantage's Financial Empowerment Pathway is a comprehensive, highly customized system for providing financial services and education to our members. It is an intensive approach we developed to help people who are mired in debt, who are struggling to get out of poverty, or who simply need a fresh start and some sound financial advice, move along the path to financial stability. We are working to make this system more fully integrated in everything we do, so we can better help our members realize the benefits of having a positive and lasting relationship with their financial institution.

We are focused on making several changes to improve our services and position ourselves to help more people by:
  • Making our intake process more comprehensive to better identify issues that warrant counseling or coaching for new members;
  • Expanding our financial coaching program, financial counseling services, and basic financial education offerings in community locations;
  • Adding a series of classes focused on asset building;
  • Increasing participation in our financial education classes with targeted outreach;
Interjecting more educational moments into every encounter we have with our members so we can better help them set and achieve their financial goals, and become more successful.

Evaluation


Express Advantage provides direct financial support, education services, and asset building opportunities to current and potential members of Express Credit Union. Express Credit Union, which works in coordination with Express Advantage, is the only state chartered, federally insured and low-income designated credit union in King County. Through this partnership Express Advantage helps low-income individuals navigating the financial system and utilize the tools provided by the credit union in order to build financial and social assets that will help people become more stable, secure, and empowered.

Proven Success
Data from the first year and a half of Express Advantage’s partnership with the credit union shows significant progress in moving low-income members towards financial stability. Express Advantage has provided outreach to over 3,000 low income King County residents; held 68 financial education classes and 18 special financial education classes; and has provided 300 individual financial counseling sessions. These services have contributed to member’s increase in ability to open and manage a credit union account, belief that their money is safe in a bank or credit union, belief that they could handle an unexpected bill, and reported progress toward their financial goals. In this time over 1,400 new members have joined the credit union, 90% of whom are low-income and more than half would have had difficulty accessing services at a mainstream financial institution.

Due to the success of this model Express Advantage has begun the process of scaling up to not only expand the number of people served directly but to over time influence other actors in the financial service sector to create more flexible and accessible products and services for low income unbanked and under-banked consumers.

Collaboration
From its start Express Advantage has partnered with non-profit organizations in King County such as YWCA, Solid Ground, Refugee Women’s Alliance, Neighborhood House, and Washington CASH to help shape their work. These partner organizations contribute to the design of products and services, and provide support services. To further their reach into the community, Express Community Member Service Representatives are hosted at several partner agency offices. Through collaboration with community based non-profit organizations Express Advantage leverages the access and trust that social service agencies possess in targeted low-income communities.

Accessibility
Express Advantage’s Community Member Service Representatives increase access to a variety of free culturally appropriate financial education classes and support services by maintaining regular hours at partner agencies. Members of their staff currently speak six different languages in addition to English and are making efforts to reach the many other community members which they cannot yet accommodate.
