Description

HealthPoint’s network of nine medical clinics, six dental clinics and two school-based clinics serve families and individuals throughout King County. Our target populations are the underserved communities in suburban King County: low income, uninsured ethnically and culturally diverse families and individuals. About 40% of our patients have no medical insurance. Many speak a native language other than English and more than half have family incomes at or below the federal poverty level. HealthPoint delivers services in more than 45 languages.

Programs

HealthPoint Programs

HealthPoint is a healthcare home where patient’s primary care needs are addressed through health promotion and treatment of acute and chronic needs. Low-income, uninsured and underinsured King County residents have access to quality primary care on a sliding scale basis determined by family size and income. Our Primary Medical Program offers a health care home to over 70,000 people in King County annually. Patients get treatment for acute, chronic and preventative health as well as supportive services including health education, behavioral health care, and pharmacy. A unique component is Natural Medicine. Providers in both naturopathic and allopathic disciplines work together to provide robust treatment plans. Medical clinics are located in Bothell, Redmond, Federal Way, Auburn, Kent, Renton, SeaTac, Tukwila and Midway.

Our Dental Program provides comprehensive services to people of all ages and insurance status. Dental care coordinators ensure access to needed services through community outreach and coordination with the medical program. We are the only community health center in Washington to deliver general anesthesia for performing pediatric dental surgery. Dental clinics are located in Kent, Auburn, Federal Way, Midway, Redmond and Bothell.

Our school-based programs at Tyee Educational Complex in SeaTac and Evergreen High School in Burien provide access to healthcare for more than 800 students each year. Many are uninsured and would not otherwise receive regular healthcare. The student-friendly clinics offer screenings, immunizations, primary and preventative care, referrals, nutritional education, and case management for medical and mental health needs. 

Recent Successes and Current Challenges

We are the last health care resort for many people in King County. About 37% of our patients do not pay the full cost of their care. As the state and local governments continue to rebound from the economic recession and contend with severe budget constraints, the burden of rising health care costs increasingly falls on local businesses and families. Because of exceptional financial stewardship, HealthPoint managed to serve over 70,000 patients in 2012 and keep its programs whole. We are committed to doing the same in 2013 and beyond. 

Our new HealthPoint Bothell health center opened in October 2012, expanding primary care access in the NorthShore area from 6,000 patients per year to 12,000. A new 9 chair dental clinic, specialty and public health services and on-site pharmacy make it a true healthcare home. This $12 million facility was made possible through a $6.8 million Federal Affordable Care Act award.

In 2012 HealthPoint launched a $3 million private capital campaign to support the construction of the new HealthPoint Bothell health center (2012) and new HealthPoint Midway health center (2013). As of 2/2013, $1.28 million of the $3 million goal has been raised. Expanding access to “Good Medicine” affordable, quality care in communities such as Midway & Bothell will put us in a good position to respond to the increased number of low-income residents seeking health care. By strategically targeting our resources to underserved communities, we advance our mission of reducing barriers and improving health for the most vulnerable people in our communities.

Evaluation


HealthPoint is a community health clinic and addresses health disparities and inequitable access amongst low-income, minority, and other vulnerable populations by ensuring communities across King County get high quality, affordable, patient-centered care.

Proven Success
In 2010 they provided a health care home for 62,542 people who came to them for 210,865 visits. They implemented electronic dental records so now any dental or medical provider can see patients’ records and also implemented digital x-rays in their dental clinics. Their commit is to serve individuals in need but they currently are turning away 35% of new patients because they do not have capacity to serve them.

They remodeled and expanded their Auburn clinic adding capacity for 1,600 more patients, 3,800 more annual visits, and 100 more prescriptions per day. The expansion was funded with $2 million in stimulus money through the American Recovery and Reinvestment Act. This summer was the groundbreaking for the new Bothell Medical and Dental Health Center. It is scheduled to open fall 2012.

They were involved in the launch of Global to Local, an initiative that aims to use proven solutions implement in developing countries to address disparities in health care in King County. They are working with Public Health – Seattle & King County, Swedish Medical Center, Washington Global Health Alliance, and the cities of Tukwila and SeaTac to develop a pilot program for improving the health and well being of residents in Tukwila and SeaTac, two of King County’s areas of greatest need.

Collaboration
HealthPoint partners with A.T. Still University, and places students on site at community clinics around the country for three of their four years of medical school rather than the two years common to most medical programs. This allows the students to follow patients and their treatment regimens over time; develop the students’ ability to work in teams with other medical professionals; and hone their ability to listen to, diagnose and treat patients. The first class of medical students recently graduated. They hope one of the outcomes will be that the exposure students receive in community medicine in training translates to them returning and devoting their careers to community health centers.

Financial Health
The promise of health care reform is on the horizon and they are hopeful that progress will be made toward improving health care coverage and access to care. Unfortunately, State and Federal budget challenges have reduced current funding for care to uninsured patients, and reimbursement to health centers under the Medicaid program. So while the long-term outlook remains positive, short term challenges are upon HealthPoint and other community health centers and they will likely suffer budget shortfalls over the next two years. They are closely tracking legislative activities and advocating for the preservation of programs and funding. They are increasing their private fundraising activities. They are examining ways to deliver care more efficiently. They have been fiscally responsible over the years and have built some reserves. They will be looking for ways to bridge the gap between today and 2014.
