Parkview Services provides dignified housing options to people. They focus on the disability community and the current mortgage delinquency and default crisis. Parkview's goals are to provide independent housing to people with disabilities and provide inclusive housing counseling for homeowners facing mortgage distress.

Programs

Parkview Services Programs

The Affordable Housing Rental Program provides safe, accessible and community based housing for individuals/ families with Intellectual/ Developmental Disabilities in King and Snohomish Counties. Parkview Services provides the maintenance and capital needs assessments of these 54 properties in order to ensure long term homes for the I/DD Community. They accomplish this by carrying 40-50 year contract commitments with government to keep these homes operating as affordable community based housing, with both interior and exterior high standards of maintenance and repairs.

Camp Parkview offers adult individuals a place to build lasting relationships and community. Camp takes place in August every year on Vashon Island. It is run by 40 Volunteers and one paid Director. It provides hope and strength the other 51 weeks of the year for campers with I/DD. 

Parkview Services HomeOwnership Program offers Down Payment Assistance (DPA) and Mortgage Delinquency & Default Counseling (MDDC). The DPA Program for first time homebuyers living with or who have a disability provides up to $135,000 of assistance for those who income and credit qualify, and complete the home buyer/ financial education courses. They have helped closed 70 homes for individuals and families living with a disability. DPA supports people under 80% of average median income begin asset development.

Parkview Services began foreclosure prevention services in mid 2008. As of 2011 Parkview Services has Mortgage Delinquency & Default Counseling available to all Washingtonians.  

Recent Successes and Current Challenges

In 2011 Parkview Services increased donations by 15%. 

Parkview has the on-going need of maintenance of the homes that make up our Affordable Rental Housing Program for adults with Intellectual/Developmental Disabilities. Ramps, accessible hallways/ rooms, and bathroom facilities that allow them independence are always needed. You can give to any Parkview Program or to their general fund.

Proven Success
In 2009 Parkview Services took over the management of Washington Homeownership Resource Center (WHRC), creating efficiencies by sharing an Executive Director. They streamlined the services of Parkview and the WHRC in 2010 so that Parkview maintained its focus on providing affordable housing options for people with developmental and ADA disabilities while the WHRC continued to provide statewide referral assistance to homeowners in distress, foreclosure counseling and other homeownership intervention.

Parkview also assumed operation of the Washington State Department of Financial Institutions (DFI) Homeownership Information Hotline, another state-wide service providing assistance to those within our community who are experiencing foreclosure or mortgage problems.

Financial Health
Their goal is that each of their programs generate income to cover program expenses and overhead allocations. They have chosen to keep staff benefits intact in an effort to retain experienced and valued staff. The expenses to manage their affordable housing portfolio have increased as they are more proactive in maintaining their properties. Interest on funds from the sale of two group homes decades ago are used to subsidize the annual shortfall of the operations of the Group Home.

Sustainability
The Board continues to look at how Parkview can better serve those with disabilities in our community. The Board affirmed a new mission statement for the organization. The revised mission reflects how Parkview is broadening its focus on both affordable housing and the populations it serves, which in the last year has included people with developmental and all ADA disabilities in King and Snohomish Counties, as well as their statewide outreach with the WHRC.

They updated the Capital Needs Assessments of their affordable rental housing portfolio, and formulated a schedule of the immediate and long term anticipated replacement of the major systems of their properties. Aside from ensuring that their replacement reserves are adequate to cover these requirements, they will look toward the community to bring together volunteers, donations of services, equipment, supplies and labor, to mitigate the ongoing needs of the properties which endure excessive wear and tear due to our tenant’s particular challenges.
