Josephine has nearly 30 years experience working in public, nonprofit, and private sectors in areas of affordable housing, homelessness, behavioral health, and property management. She is a Children and Family Fellow with the Annie E. Casey Foundation.
Prior to joining Seattle Foundation, Josephine served as Deputy Director, King County Department of Community and Human Services for nearly eight years. She managed an annual budget of $940 million and led the department’s strategy to consolidate and centralize accounting, performance measurement, evaluation, compliance, and privacy functions. Josephine also led the department’s multi-year digital transformation and cultivated a culture of data-driven continuous improvement, executed by over 500 employees.
Prior to joining King County, Josephine held executive finance and operation roles at Community Roots Housing Foundation Board, City of Seattle Office of Housing, The Low Income Housing Institute, NetReflector.com, and Alliance Management.
Josephine holds a Bachelor’s degree in Business Administration from the University Of Oregon. Outside of work, you’ll find Josephine golfing or planning her next travel adventure.
