Emergency Financial Assistance – Grant Criteria

 

Phase 2 of funding from the COVID-19 Response Fund includes three tracks, one of which is focused on emergency financial assistance. We encourage you to learn more about why we are focusing grant support in this area and our overall approach to the next phase of funding.

Through the Emergency Financial Assistance funding track, we will provide $3,000,000 in grants to community-based organizations that leverage relationships with community, trusted leaders and providers in disproportionately impacted communities supporting access to immediate needs such as food, housing, utilities, and other essentials. Grants for individual organizations will range from $25,000 to $100,000. Grant amounts to coalitions will be considered differently based on scope and scale of coalition membership.

The Emergency Financial Assistance funding track is also giving special consideration to smaller nonprofits and grassroots organizations as well as organizations who have received limited or no other COVID funding.

Funding Criteria

 

Approach: The Emergency Financial Assistance round of the COVID-19 Response Fund will deploy resources to address the urgent direct economic needs of disproportionately impacted communities. Grants will fund:

  • Organizations providing direct financial assistance to address the immediate needs of communities disproportionately impacted by COVID-19, such as food, housing, utilities, prescriptions and medical costs, transportation expenses, and other day-to-day essentials such as diapers, hygiene products, etc.
  • Approaches that are tailored to the specific cultural, historic, and language needs of the disproportionately impacted target population.
  • Direct services that provide immediate needs (food, housing, utilities, prescriptions and medical costs, transportation expenses, and other day-to-day essentials) will be considered if delivered in a culturally specific manner to meet the unique needs of the priority populations.

 

Priority Populations: Impacts of the COVID-19 outbreak are likely to overwhelmingly affect communities already facing health and economic disparities, which will perpetuate the historic inequities that persist in our community.

  • Work of the organization is focused on impacted and/or historically marginalized communities in our region likely to be disproportionately impacted by the COVID-19 outbreak. The priority populations for all Phase 2 funding are:
    • People who will be missed by public funding opportunities, including undocumented immigrants and refugees
    • People who are essential workers without health supports, childcare, and other necessary services
    • People of color who are experiencing disparate health impacts

 

Community Trust and Relationships: We will provide grants that leverage relationships with community, trusted leaders and providers in disproportionately impacted communities.

  • Organization is community-based and led by people representing the priority populations or other disproportionately impacted communities.
  • Organization has a demonstrated track record and level of trust working with the priority population.
  • Disproportionately impacted communities are turning to the organization for COVID-19 related supports and services.

 

Experience and Readiness: To combat the urgent needs of this crisis, we seek to support organizations able to deploy resources quickly to meet community need.

  • Organization will have the necessary capacity to rapidly provide or expand services or supports.
  • Organization has expertise in addressing the immediate needs of the target population and staff/volunteers/board are representative of the communities they are working with
  • Organization’s mission and existing activities are related to the target population and their emerging needs in this time of crisis

Who is eligible for funding?

  • All recipients must have 501(c)3, nonprofit status or have a fiscal sponsor that qualifies as a nonprofit 501(c)3 organization.
  • All recipients must be based within the state of Washington and doing work in King County.
  • Organizations that are led by and for the community in which the proposed work takes place.
  • Organizations that center racial and economic equity in their work and approach.
  • Organizations with strong relationships and trust in the community.

Grant Types and Length

Grants will be one-time, general operating investments. Award amounts will vary based on scope of services provided, emerging needs, and total resources available. Grants for individual organizations will range from $25,000 to $100,000. Grant amounts to coalitions will be considered differently based on scope and scale of coalition membership.

Grantmaking Process

Seattle Foundation will administer the grants on behalf of the COVID-19 Response Fund. The Fund will work in close collaboration with the newly established COVID-19 Response Fund Advisory Group to ensure that both the scope of the Fund and the grants awarded meet the criteria and support communities disproportionately impacted by COVID-19.

  • The grant application for the Emergency Financial Assistance round will be posted on May 18.
  • Applications will be reviewed on a rolling basis and the application will close on May 29. Apply here.
  • Seattle Foundation staff will review grant applications and work with a sub-group of the COVID-19 Response Fund Advisory Group to identify potential grant recipients aligned with the criteria.
  • The proposed docket of grant recipients will be reviewed by the COVID-19 Response Fund Advisory Group to identify potential gaps and ensure consistency with the Fund principles, priorities and criteria. Their feedback on the overall docket will inform the final recommendations.
  • Fund partners will be then notified of the COVID-19 Response Fund Advisory Group’s recommendations.
  • Before finalizing grantees and grant amounts, Seattle Foundation will contact potential recipients to confirm capacity and ability to deploy resources quickly.
